After the British conquest of New France, King George issued the Royal Proclamation of 1763 to dictate how he felt the North American continent ought to be politically organized. To develop and maintain a sense of loyal among his new French speaking, Catholic subjects, the King made legal allowances in his new colony of Quebec for the practice of the Catholic faith, the use of French in public institutions and government, and the continuance of the French Civil Code as it existed at the time. This part was particularly important because it allowed for the continuity of laws in regards to property, marriage, inheritance etc in the colony. These moves were properly codified the next year in the "Quebec Act" which was considered one of the "Intolerable Acts" on the part of the American rebels and is now part of the modern Canadian constitution.

The legal framework for Quebec's differentiation within Canada continued when a new federal regime was set up to govern the British possessions in North America that we know as the Dominion of Canada (the modern state). In that act, provinces were created with powers that roughly followed an outline which would allow the government of the province of Quebec to protect its Catholic populace's collective rights in an overwhelmingly Protestant nation. That is why you see the power to control schools, hospitals, and local government vested in the province while matters of commerce and trade were vested in the federal government. Now although these same powers are extended to every province in Canada, the differences between Quebec and much of the rest of Canada have been heightened by several political decisions that have seen Quebec embrace a legal pattern out of step with other provinces. For example Quebec has it's own provincial pension plan because that is a power that is vested in the province but was ceeded to the federal government by many of the other provinces to make use of the federal government's stronger ability to collect and manage tax revenue.

Anyway, it's a complicated answer and I've only covered the "tip of the iceberg" here, but I think that should give you a good place to start further investigation.

Québec is a predominately French speaking province.
Children must attend school in French. It is mandatory until high school. We have bill 101. This means all signs must be predominantly in French. The lettering must be larger than in English. The law has created debate for it is hated as some communities are predominantly English. They would like their signs in English only. Others would like to send their children to English school but they cannot. The only exception is if both parents have studied in English or if the child has done more than half his/her studies in English.

The difference is made by the language, witch is not real french, is a mix of English and old french. Any way the most of Quebec people ( old generation) do not like the french people, and they trait them not right, and also the other entity in this Provence. The people WHO live in Quebec must pay 15% tax of everyting, and that is 7% federal and on top of that 7.5% Provence tax. Nobody know were the $gone. In school, they just do not care! They do not even spoke french, is just that mix. They try to keep people doun level, so they are easy to manipulate. The salary are miserable, and no respect. You just pay for social worker instead of development. Is just $ loose, and nobody care.

Quebec was originally settled by the French, while most of Canada was originally settled by British people. All the regions maintained traditions of the countries from which their settlers came. Today the English-speaking areas tend to dominate Canadian culture, and Quebec has made a point of trying to maintain its French identity to differentiate itself from the rest of the country.

One thing to remember - it's not just because they're French-speaking; Canada has 2 official languages.

Their Frech heritage (from France) was long feared to get lost in the North American "melting pot" of cultures, hence it's been a long debate (and now past in legistlation) to keep the Quebequois as a distinct nation within Canada.

Best reason though - Quebec is the only place in the world where STOP signs say Arrete instead of STOP (ask anyone from France)

From my point of view they're trying too hard - legislate to keep their kids in French school, maditory french signs, etc while TV is changing their society and culture whether they notice it or not, right under their noses.

when quebec entered into confederation they did not want to leave their heritage behind.

technically they don't have completely different laws then the rest of canada. in quebec they use what is known as the civil code for their civil actions, but they still follow the criminal code as its a federal statue

basically its only their provincial law thats different. its like different states in the US have different laws for each, quebec has different state laws, but federally we share the same laws

In reality, Quebec isn't different from the rest of Canada (same money, same country, same government setup etc.)..however Quebecers like to think they are and feel they should make noise about it.
