Yes, they are, but it would not be avised.
Ever since the United States trade embargo on Cuba began in 1962, American tourists have been prohibited from traveling to Cuba. U.S, law does not forbid Americans from entering the communist country, but the Trading with the Enemy Act says they can¹t spend money there, including paying for a ticket on a Cuban airline.

U.S. Americans are not allowed because of the embargo.
All other Americans are allowed. For U.S. Americans there are some legal ways to go to Cuba through cultural exchanges etc.

The US has an embargo against Cuba.

The embargo was enacted after Cuba expropriated the properties of United States citizens and corporations (notably those that belonged to the United Fruit Company and the ITT).

Americans are allowed to travel under certain circumstances and need US government permission and a license to go 'legally'. One either needs to be a journalist, teacher, docter, student, (amateur) athlete, politician, volunteer, etc...Or you must have family that lives there.
It's all about the US embargo and that the US has tightened travel restrictions for US citizens to go into Cuba (as they please). US does not However, there may be the possiblity that it will be lifted soon (as some are being hopeful of). Yet, one has to wait and see how and when that will come about.

Many will go into Cuba via Canada, Mexico, Bahammas, other other nearby areas. However, they need to be careful not to be caught or they can be fined. Some say that it hasn't been fully enforced, some say it has.

Is there a major project happening on this topic??

No because of the embargo. People go to Canada and then fly to Cuba though.

US residents are only allowed to travel to Cuba with permission from OFAC - otherwise their trip will be against US law. (The "fully hosted" loophole, that had people claiming they travelled to Cuba but spent no money, was effectively stopped a few years ago.)

OFAC gives permission to those doing permitted business with Cuba, jornalists, and, of course, politicians.

The rest of you ? Trading with the enemy.

In act, thousands of US residents do come to Cuba illegally.

Yes they are, but they are not allowed to spend money there. The embargo is an economic embargo.

You will have a hard time trying to explain how you went there and didn't spend money, so de facto you can't travel there, but travel in itself is not forbidden.

Americans are allowed to travel to Cuba with a State Department issued license. There are certain rules you need to follow but I believe there are more daily flights from Miami to Havana then ANY other city to Havana. The U.S. Gov't has a Trade Embargo against the Island Republic of Cuba (since JFK was President). I have been traveling to Cuba for years (with the travel license) and I enjoy Cuba more than any other destination I have been fortunate to visit. Knowing the rules and methods of legal travel is very important. To make it simple, the U. S.government doesn't like the Communist rdictator Fidel Castro and has an embargo in place.
