Depends on where you are from. If you are from the United States, the answer is no no matter what time the year it is since it is a U.S. territory. If you are from elsewhere you will go through U.S. immigrations ans customs in PR.

If you come from any place from the U.S. No you dont need one just a picture ID like driver license or military ID.

Ok, here's the correct answer. 2 minutes of research on the US Dept of State site and I found it. The answer is no. PR is a terrority so all US citizens need is a government issued ID - Driver's License, State Issued ID card, Passport, etc.

Here's the quote and the link to the site follows:

"Will this requirement apply to travel between the United States and Puerto Rico or the U.S. Virgin Islands?

The Western Hemisphere Travel Initiative will not affect travel between the United States and its territories. U.S. citizens traveling between the United States, Puerto Rico, the U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa will continue to be able to use established forms of identification to board flights and for entry. "

No..If you're a US Citizen traveling from any of the States....

Puerto Rico is a Commonwealth of The USA...so the same rules as traveling interstate applies.

yes, the law will require all travelers to have a passport, even local Puerto Ricans, it is the only real identification required, even in some Post Office's on the island they request a Passport as an ID, because of the illegal alien problem in the island, it is easy for a Dominican, a Cuban, or a Colombian, to carry a PUERTO RICO birth Certificate and say they are from Puerto Rico.....

After December 2006 you will need a passport to go anywhere outside of the U.S.A. and I think that includes it's territories.
