It will have to be the English speaking island of Dominica *not to be mistaken with the spanish speaking Dominican Republic.I am from this island.It is situated 15 32' north & 61 18' west,inbetween the 2 french islands of Guadeloupe and Martnique.
The Commonwealth Of Dominica is ideal aaccording to what you are asking for because we are not over commercialed and definately not overpopulated and popular.
If you get hold of a Readers Choice Magazine (Scuba Diving)of this year and the ones before you will clearly see that Dominca was ranked #1 with 95 points for healthiest coral ,for best small animal life and overal best snorkelling and scuba diving.Sir that is better than the over populated highly tourist-commercialised places such as Turks and Caicos and Bahamas .The reason being is that our waters are free from pollution and over exploitation thus making us the best kept secret of the caribbean as branded.
We were also branded as the "Whale Watching Capital Of the Caribbean".Not only beacause or waters are warm prestine and healthy but also because of our topographgy.We are blessed with very deep waters near our shores because of the way our steep mountains plunges out to the sea.
Because we are such a beautiful place naturally(the only place columbus would realise if he would return) I can garantee you there are many things you can do in addition to snorkelling which would make your vacation even more ideal.
Such as HIKING..we have ancient marron trails throught the natural heavily vegetated forests and mountains.(tallest mountain reaching almost 5000Ft)
We have 365 rivers.You could bathe in any one of them.Or take a boat ride up the Famous Indian river where one of the scenes from the movie "Pirates of The Caribbean was filmed.
Have you ever heard of a Boiling lake-Well we have the only one in the western Hemisphere.It is the 2nd largest overall and the largest of Its Kind.
We have uncountable waterfalls the reason for that being that we have 365 rivers and that our terrian is sooo rugged!
We have a couple fresh water lakes some of which u can go boat and kayaking on or even bathe but the water might be too cold.
There are many things to do in the island of Dominica and our snorkelling and Dving is topclass.U could view these websites which have links to Scuba diving and /snorkelling websites and accomadation other attractions etc.If you choose dominica which you should then welcome to my island in advance.

Dominica if you love nature, st lucia if you love nature and lovely white sand.
barbadoes , trinidad and antigua if you love white sand beach and night life.

I would say Bonaire. They are known for diving/snorkeling, and it is not very populated at all. Have fun!

I go to a different island every year, and so far the best for inexpensive snorkling was Cozumel. Take the ferry from the mainland (north of Playa del Carmen) and go south on the main coast road. There's a dive shop about a mile down where you can rent fins. (I bring my own mask and snorkle)
On the north side of the shop is a walkway down to the water. It's private, there's a concrete overhang where you can get in the water. I was there 3 days in a row and only one time did I have company.

St. John has a beautiful beach called Trunk Bay. It is the most beautiful place I have ever been. The snorkeling was amazing.

St Vincent has some really awesome reefs for snorkeling, and it has hardly any tourism in comparison to the rest of the islands.

there is some great snorkeling in Puerto Rico especially in the west in the towns of rincon and isabel...culebrea Puerto Rico's sister island also has some awesome non-touristy spots. here are some link.

Virgin Gorda in the British Virgin Islands is very beautiful. You also have the baths there which are amazing. Snorkling is good & you can always hop on a ferry and head to Tortola, Jost Van Dyke, or even to St. John (all the islands are pretty close to one another where you can make a week long trip out of it).

I've been to St.John, Turks and Caicos, Jamaica and I'm leaving for Rivera Maya in a month. St. John has the best snorkeling although more people are into it. Jamaica was nice. Trunk Bay St.John is amazing. We found some secret beaches in St. John that were magnificent. Trunk Bay has self guided tours with plaques underwater. The colors were spectacular.

jamaica,you should visit thier beaches and resort.They have a good climate there too.The people there are nice and very friendly.When you are there you feel like you are at home.They also have goo food there.I love the jerk chicken.If you like to party they are a lot of street dances and there is a lot there youm have to see it for yourself.
