Yes - but to do so under US law, they have to get a license from OFAC to allow them to do so.

lists six categories where licenses may be issued.

(Under Cuban law, there is no restriction on US visitors).

You can read the State Dep´t webpage below to see that americancitizens must apply for a special license to travel to Cuba legally.

It is illegal for a US citizen or permanent resident to travel to Cuba without a license from the Office of Foreign Assets and Control. The problem lies in there can be no financial gain by Cuba from a US citizen.
The embargo has been in place since 1963.

It's a yes and no. Cuba is forbidden to U.S. tourists. If an American tries to go to Cuba from Canada, Mexico or other countries, the person will be fined $7,500.

Only some Americans can obtain a license from the OFAC if they are government officials, journalists, full-time students, university professors, humanitarian and religious groups pursuing their work; athletes and artists participating in competitions or performances; or Cuban-Americans visiting their family.

Yes amercans dont have any problem the cubans problems are between goverments.
The only thing is that you need to ask for a visa, Normaly in mexico a travel agent does all the paper work for you when you buy the package from him, you only will be charged for te visa plus the packed you choose.

The easiest way to do your trip is through Cancun, thera are flight cancun havanna
