Can I travel to puerto rico with JUST a state ID? I'm not a US citizen nor permanent resident with green card.?

I have a valid state ID (Driver's License) and a valid SSN. I have travelled between states with no problem with just my photo ID. Since Puerto Rico is considered US territory, can I fly there the same way as I would within US states?
I'm getting conflicting answers and really need to know.
I'm told that ONLY US CITIZENS can travel to Puerto Rico with a valid photo ID as long as they show a us birth certificate.

Just read the fine print on ALL THEIR ADVERTS... it plainly says NO PASSPORT NECESSARY FOR U.S. CITIZENS... what part of that is not understandable?

After June 2009 YOU WILL NEED A PASSPORT even for Puerto Rico.

I honestly don't understand what this THING is that Amerikans have about getting a friggin' PASSPORT? Nor do I understand why AmeriKans seem to think they can go to any foreign country with nothing more than an old utility bill for ID.

For YEARS almost all countries have required a PASSPORT to enter their country... so it's about time that AmeriKa came into line with THE REST OF THE WORLD.

Puerto Rico is a US territory. Flying there is the same as flying to Nebraska. No one is going to check your citizenship. And, no, US citizens don't need to show a birth certificate.

If you are a US Citizen, then you needn't a passport, just a state issued ID. Otherwise, don't bother. Remember, although a territory it is still international waters.

Puerto Rico is a U.S territory. They use U.S Dollar and there are no immigration procedures for U.S. citizens..there is however a 'customs' area to ensure you are not bringing in fruit and vegetables.
You will be fine.

If You are NOT a US Citizen Nor a Resident..

You need Your country Passport with a Valid Visa (tourist/bussiness).

my question is how can you have a valid state ID without being a US resident? In order for someone to have a US ID and travel the US states you are automatically a US citizen. If you are a US citizen you just need a photo ID to travel to PR. If you are not a US resident then you need a passport and other indentifications such as a Social card and Birth cert. just in case someone asks you.
