Can a US citizen from the states who now lives in PR get a passport in PR to travel to Dominican Republic...?
or do i have to go back to the states to get a passport?
If Puerto rRico is your home and that is the address you use for your mail...then , yes, you can get your passport there. If your home is in CA, and you are just visiting in Puerto Rico, then the answer would be no.

YES... just go to the U.S. Consulate in San Juan and apply for your passport... just like you would do if you were living in any foreign country.
For years, I never even HAD a passport that was issued inside the U.S.... it's really no big deal.
