The only ways of having the right to live in Cuba are finding a job (most likely with a foreign firm) or marrying a Cuban. If the latter, that does not give a right to work here.
In some parts of Cuba, it is possible to persuade the immigration office to give you an A2 visa to stay with a girlfriend - but that is probably only for 2 or 3 months. Again, you would not be allowed to work.

You CAN go there but you would be wise to have some kind of job lined up before you go. Moving to Cuba is like moving to any other place in the world. The government does not want a "moocher" living there and taking advantage of the system.

If you are in the UK there is no reason you cannot travel to Cuba. Only Americans are not allowed to go to Cuba directly from the US because of a travel ban instated by the US government.
You will need to go to the London Cuban Consulate, and inquire about a visa with an extended stay. Trying to get a visa for an extended stay will be more complicated than a visitor travel visa.
