Can i travel to the virgin islands with just my permanent resident card?
You can travel to the US Virgin Islands, Puerto Rico or any other US territory as freely as you would travel from state to state. Traveling to US territories does not count as "leaving the country".

for green card holders travelling anywhere outside of the U.S., you need to travel w/your green card a valid passport and obtain a VISA from the US Virgin Islands consultate. Some countries do not require a VISA, but it depends on which country you are from.

Are you a permanent resident of the United States? If so, you need only your permanent resident card and a picture I.D. to travel to the United States Virgin Islands. If you are going to the British Virgin Islands, you will need your passport from your home country and you may need a visa ( depending on what country you are from).
