I assume that since you are asking a question in the "Caribbean" section, you are talking about going to the Caribbean. The passport exemption for the Caribbean, Central America, Canada, Mexico, etc. is in effect until 12/31/06. Up until that point you only need a birth certificate & photo ID (or expired passport for some areas). After that you will need a valid passport for any air or sea travel out of the US. Next year on that date you will need a passport for land travel across the borders also.

You can leave New York without a passport as long as you are just going places within the country. But if you want to go out of the country you need a valid and unexpired passport. Good luck.
