It is not permitted by law, but I have seen people go topless in Ocean Park, Rincon, Culebra, and Vieques. There is a spot in Polomino island off the coast of Fajardo that is widely known for been a nude beach. Not next to the hotel bar... at the back of the island. If you are in a secluded beach do not be surprised to see people going topless. But if you see the cops...put on your bathing suit!

No you can't go topless in the beaches of San Juan. It will get you arrested for indecent exposure. But if you go to the secluded beaches of Vieques or Culebra, you will have no problems.
