The passport requirement does NOT apply to U.S. citizens traveling to or returning directly from a U.S. territory. U.S. citizens returning directly from a U.S. territory are not considered to have left the United States and do not need to present a passport. U.S. territories include the following: Guam, Puerto Rico, the U.S. Virgin Islands, American Samoa, Swains Island, and the Commonwealth of the Northern Mariana Islands.

You do not need a Passport for EITHER the U.S. Virgin islands OR for Puerto Rico.

Mattduke above me is exactly right. US citizens do not need a passport to travel to US territories, which the US Virgin Islands are. Yahoo 'US PASSPORTS' to be taken to the US gov't website pages on passports.

VIRGIN ISLANDS, British - Islands include Anegarda, Jost van Dyke, Tortola, and Virgin Gorda.

Bonita, this question came up re Puerto Rico..while everyone quoting the State Department link is correct, and as far as the US Government is concerned, you do NOT need a passport, SOME AIRLINES are asking for one on the lame excuse that your flight might have to divert to a foreign country....so everyone, CHECK YOUR AIRLINE!!!!!!

No passport is required for a U.S. citizen to get into or leave ANY U.S. territory ie. us virgins, puerto rico, american samoa, guam. When are you going???? we will be there in 21 days.
You will need a passport to enter the BVI! But oh, is it worth it!!!!!!!!!!!

No you do not. Here is an exact quote from the State Department's site regarding the new rules on passport requirements:

"Will travelers from U.S. territories need to present a passport to enter the United States?

No. These territories are a part of the United States. U.S. citizens returning directly from a U.S. territory are not considered to have left the U.S. territory and do not need to present a passport. U.S. territories include the following: Guam, Puerto Rico, the U.S. Virgin Islands, American Samoa, Swains Island and the Commonwealth of the Northern Mariana Islands. "

US citizens traveling to the US Virgin Islands from the states or any other US territory do not require a passport. It's like going from NY to CA or WA to ME. But you will need a government issued photo ID which is also required by most if not all airlines. An example of a gov't issued ID is a photo driver's license or a state issued photo ID card.

No St. Croix or the US Virgin Islands, Puerto Rico is exempt. You do need one to travel the other cribibbean islands though.
