YES you do need one. Even though people say no, I was just there last month and they made us have them to get on the plane to PR and on the plane back from PR.

Passport laws are in flux. At some point [and it may be in effect now], you will need a passport to fly back to the US from PR, even if you are a US citizen.
Check the State Department website for the most up-to-date info.

No, since it's technically a US territory, a passport isn't needed. Keep your eyes and ears open, though, because they are passing a lot of new passport laws. But at the present time, you don't need one. Hope I helped.
