No. Puerto Rico is a territory of the U.S. As such it is "part of' the United States and travelling there is just like travelling to another state. Passports are not needed. See site below and read the sentence beginning with the word "Note" under Land and Sea Travel.

Puerto Rico is a US commonwealth therefore you don`t need a Passport to travel here. However if you`re traveling here on a cruise ship that will visit foreing ports you will need a passport to be able to come back to US territory or mainland. Have an enjoyable safe trip.

no you don't. one of the first things you see on puerto ricos official tourism site is : "no passport required for u.s. citizens". also we travel there every 6 months and have never been asked for them. its just like traveling to anywhere else in the states. all you need is your photo i.d.

If you are an American citizen, then No, you don't need a Passport, just a drivers license or birth certificate.

If yo are not an American citizen, then yes, you need a Passport.
