The new travel restrictions aren't in force yet. If it's May 2006, you can use a driver's license and birth certificate (must bear the seal, and the license MUST bear the same name). If you've recently married, take along your marriage license/certificate. Rules will change at the end of the year. From the Department of State:

{The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States. In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following a proposed timeline, which will be published in the Federal Register in the near future.

In the proposed implementation plan, which is subject to a period of initial public comment, the Initiative will be rolled out in phases, providing as much advance notice as possible to the affected public to enable them to meet the terms of the new guidelines. The proposed timeline will be as follows:

December 31, 2006 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
December 31, 2007 - Requirement extended to all land border crossings as well as air and sea travel. }

And despite what people say, it does not take 'months' to get a passport. They tell you that just in case any hiccups come along the way. I'm sure after Katrina there were, since the passports were processed in N.O. Since you don't need one for *this* May, it's a non-issue. But in the future, if you think you need one, don't wait until weeks before to inquire. When I had to get one for international travel, I got mine in about three weeks.

Yes.. You need a passport.. that is all.. If you plan to drive there. take along your American driver's license also.

If you are leaving any country you are allready in then yes. It takes months usally to get one though. But sometimes you can get a temporary one that you can use for a vacation which i think you could get.

If you have an american passport, you can enter the country using another form of id like your birth certificate AND license together. Now the only problem might be leaving the country where sometimes, although very unlikely, you'll have to go to the US embassy in DR to get a passport which might take uptp 10 days.

Yes you need a passport. But since you do not have time to wait for a passport, I highly suggest you go to the nearest place to take your 2 passport pictures, get your birthcertificate, etc, and take them to your nearest Federal building. If you are in L.A., you have to go to the one on Wilshire by Brentwood/West Los Angeles. They will issue you a Passport same day for a high price. I think they will charge like $200 or $300.
