You DO NOT need a passport if traveling from the US mainland or its territories, it is considered domestic travel. You do need one if you are entering Puerto Rico from a foreign country like nearby islands of Hispaniola(Haiti & Dominican Rep.), British Virgin Islands or St Maarten.
PR is part of the US, so it uses the US passport.

Well all depend the day of your trip. First from now to january yes, you could fly without Passport. Second from january 2008 you have to have a Passport.

If you are a US citizen and lives in USA no. Now if you are travel to another country besides US and PR yes yo need a passport. Also after January 2008 you will need a passpport even for a trip between USA an PR.
