I am unsure and the best person/s to ask is a travel agency. I went there back in the 70's and I only needed a birth cert. My lil cousin just spent her honey moon there and she DID get one.

The passport exemption for the Caribbean, Central America, Canada, Mexico, etc. is in effect until 12/31/06. Up until that point you only need a birth certificate & photo ID (or expired passport for some areas). After that you will need a valid passport for any air or sea travel out of the US. Next year on that date you will need a passport for land travel across the borders also.

Always bring a passport when travelling these days. Security is a tight issue ever since 2001.

No. It is a US territory. Until Dec 31 you do not need a passport for anywhere in the Carribbean. As of Jan 1, you might need one to board a plane even to a territory.
You should bring a birth certificate and photo id with you.

No, it's U.S. territory. However, if you're going to be flying, it wouldn't be a bad idea to bring it along for identification.
