It depends on when your cruise is. Now you just need a certified copy from the health department birth certificate and a photo id.
June 1 a passport will be required for cruise unless they delay it again. There is also a passport card that is less expensive that can be used for land and sea travel, but you can not use this card if you have to fly to another country. You are better to get the regular passport $96 and is good for 10 years.
It does not have anything to do with if you plan to get off the ship or not. You have to have it to go through customs when you return to the United States after your cruise is over.

I would say yes you would need a passport to go on a cruise to Mexico, unless you are a resident of Mexico, and the cruise is in Mexico. I would think. But check on the www.Caribbeancruise.com.au
website. Or whichever cruiseline is runnung the cruise.

Only if you want to get off the ship at the port with th cheap prices in their markets.

You only don't need a passport if you only go 100 miles over the boarder. If you go any further than that into Mexico, you need a passport
