US citizens do not need a passport to travel to the VI from the US.
If you are from the US then you do not need a passport to travel to one of its territories, state issued ID is enough. If you are traveling from another country then a passport is required.

So far all of the answers are good - you do not need a passport to travel to the US VI. It would be a good idea to get one though. The British VI is a popular "other" destination while visiting. You will need a passport to go there.

Yes one or the other. HOWEVER.. take my advice and STAY away. This place is full of Corruption, Racism and descrimination. Perfect example: If you fly down here, and take the taxi, if your black the taxi will be a certain price....if your white, it will be double that price. The whole island is like that.
