No, not until June 2009.

As of January 23, 2007, passports will be required for all U.S. citizens traveling to or from the United States via air, to or from Canada, Mexico, Central and South America, the Caribbean (with the exception of Puerto Rico and the U.S. Virgin Islands), and Bermuda.

As of June 1, 2009, passports will be required for all U.S. citizens traveling to or from the United States via land and sea, as well as air, regardless of destination.

"The Government of the Commonwealth of Puerto Rico wishes to immediately clarify that the new U.S. travel requirements for the Caribbean do not affect travel to or from the United States and Puerto Rico."

New Requirements for Travelers

Under the Western Hemisphere Travel Initiative (WHTI)

The proposed implementation timeline has two phases:

Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document.

As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

Under the new passport rules, which were part of a law passed in 2004 to tighten security at U.S. borders, travelers to Puerto Rico and the U.S. Virgin Islands won't be affected. And cruise passengers won't need a passport for the Caribbean for at least another year. The new regulations also apply to Americans flying home from Canada, Mexico, South America, Central America and Bermuda.

No, Puerto Rico is a US Territory and considered a part of the USA. Getting a Passport is a great idea though and you should have one!

rumor has it that they will need a passport to go to puerto rico but I thing is only the ilegals

it is required for all international air travel too and from US effective January 23. it would be a good idea to get one if you want to visit any neighboring islands to puerto rico.
