I understand that you are asking about study English at an university level at Puerto Rico.
1. Affordability:
YES, Universitiy studies in PR are more economical than in most universities in the US.

2. Safety
We have crime like every other place, you should be cautious and not walk alone in late hours around the university or at the streets.

3. Quality
Our universities are acreditted by US organizations and many important companies and goverment / military organizations come each year top interview & hire our graduates. However, in the topic of English there may be more highly regarded programs in the USA.

im puertorrican and here from PK you starn to learn english i all schools. also we are part of the us. and we have to oficial languages spanish primary and engloish secondary. i think that all north americans should learn spanish.

Why you want to learn english in a country were 99.9% of its population are native Spanish speakers? Makes no sense at all . It is like trying to learn Russian in Cuba (Some cubans speak russian as second language but you do not go there to learn Russian and have direct contact with native russian speakers).
If you want to study english go to US: pick any of the 5O states of the US or an english speaking US territory like US Virgin Islands or to Great Britain in Europe.

If I gotta do my grammar, Puerto Rico wouldn't be a bad spot to suffer through it all...they have really nices beaches.

Yes ! Almost everyone in PR speaks english since they make us take it in school since KINDERGARDEN and they are even teaching it at Day Cares ... to me thats PERFECT !!! I think everyone should learn more than one language and nowadays even in PR they ask u to be bilingual for any job u apply for.

As far as studying english to be a teacher ... YES .. our universities are really Good .. now as far as other languages go ... that are not spanish or english then ... this is the wrong place for you to come! =o)

English is the universal language if you ask me. If you want a very good job, then english will help a lot. After all, two languages is better than one! :)

I would say that it's recommended if the person comes to America and can't speak English at all. There are Spanish speakers here in the US, but it should be effective, because a lot of people don't speak Spanish.

Actually I believe that all Caribbean Islands should Speak English, Spanish and French. Because we are focusing on tourism and when these people comes to the Island enable to have a conversation or explain or answer their questions. Its good to broaden our language barriers also if one need to travel . So yes it would be good, after all a call for the Americans to learn Spanish is out there because of the Hispanic population.
That is what I believe.
