Because they are two diffrent independent countries. Haiti was colonized by france and dominican republic was a spanish colony.

After a great many struggles things settled down so that the Domican Republic was ruled by Spain and Haiti by France, although Haiti has the distinction of being the first independent state in the Caribbean.

Because Spain ceded the colony to France in 1795, and Haitian blacks under Toussaint L'Ouverture conquered it in 1801. In 1808 the people revolted and captured Santo Domingo the next year, setting up the first republic. Spain regained title to the colony in 1814. In 1821 Spanish rule was overthrown, but in 1822 the colony was reconquered by the Haitians. In 1844 the Haitians were thrown out, and the Dominican Republic was established.

Haiti is French territory and the DR is Spanish. There's got to be a border somewhere, just like the Spanish originally ruling Mexico and English ruling the US. The line has to go somewhere on a land mass.

Because they were colonized by different countries ;France and Spain. Also because Haiti was involved in the salve trade (I think), and eventually became poorer than DR. There was a long standing tradition of Haitian workers to migrate or travel to DR to look for work, especially in the sugar cane plantations.
There might also be racial tensions between the 2 countries, since the may have different ethnic identities.
From what I understand, both Hiatians and Dominicans are proud of their heritage and don't want to be confused with each other.
I learned this on a tour while in the DR :)
