The same as you would normally - so long as her cell phone wasnt made in 1980 and is gas powered it should work. However reception is the Dominican Republic is rubbish. Send her a Text message and ask what is the best time to call. Then she can go to somewhere where the phone will pick up.

The same way you'd call her if she was sitting in front of you. It will cost her more for the call since she'll be dealing with a foreign network, but the phone still works like it always did.

you dial the same way...the receiver get stuck with the bill, and since they are roaming out of their area it can be very expensive. you better SMS instead it's normally free to receive or less than .50$. However for any of that to work, your friend needs to have a gsm phone that will work on their frequency...hope your friend has a world wide phone.
