As far as I know, this is not possible at the moment.
Yes you can download Skype on your computer. I have tried this once. For most foreign countries Skype has a lower price , but not Free !
Cuba is something special, the great majority of the people have no internet connection, they can only go to an internet café connected to the Cuban INTRAnet, where they only can send text messages, nothing else. The major tourist hotels have a " dail up" internet, which is costly ( 6-8 $) and in some hotels the access for using external devices like headphones and memory sticks is blocked. Only a small minority of Cubans have a real internet connection, they need to buy a license ( not cheap ! !) Some Cubans that have a computer ( a small minority) buy passwords on the blackmarket to get a ( temporary) internet connection. This connection is restricted, and can in most case only used at night, because it uses the official channels through universities, hotels, and others.
When you use Skype and you can direct your call to a phone number in Cuba, but you have to know that it's Cuba that dictates the (high) price of the incoming calls. There's almost no prices difference with the regular phone services, and yes a phone call to Cuba is one of the most expensive in the world and frequently the lines are not available due to overload.
I am afraid that there is no such thing as a free lunch. A phone call to Cuba cost a lot of money, you have to pay Skype and the costly (dail up) internet time is running....

Someone mentioned Skype. You would need to download that onto your computer.

If your mom has a computer, you can connect your yahoo or msn messengers with a headset and use it as a phone connection to your her computer. But, your mom doesn't necessarily need a computer. As long as you can call from your computer to her phone number, you can connect and speak.

So there are a couple of options that can work.

*edit: havanalover and the cuban are right...Cuba is the most expensive place to call in the world. It might be a little less for YOU to call. Either way, if you can`t use Skype or your messenger to call through, I would advise you to just get a calling card and pay about 50 cents/minutes instead of $1.40.
That would probably be better.

Hey try rebtel it is a cheap calling service about 99 cents to cuba. Also if you want to try that service for free about 20 minutes you can visit the link below. Try the steps listed on that post and if you're lucky you may get upto 80 minutes of free calling.
