You don't. As somebody says, those that have access to the Internet are the elite or foreigners living in Cuba.
A friend of mine has a relative in Cuba who works in the university and has aces to the Internet, but the emails are very restricted.

I suppose that they will say that if somebody said any critics against big bad fidel on the telephone while talking to the family in Cuba ( actually that was a non Cuban ), and the connection was immediately interrupted and they received next day the visit of the State Security. I imagine that they were sent by bush to talk about the violation of the embargo |

Whenever we were in Cuba and we talked with our family in Miami, they were monitoring the conversation

Cuba is governed by a comunist dictatorship that restricts the access of the population to the Internet. All other means of comunication with the outside are also severely controlled |

According to the address this person studies or is somehow part of the Latin American Medical University, and it is located on the Pinar del Rio branch of it, as there are plenty of foreigners studying there, they have internet access as normal, please keep trying, in Cuba sometimes it is very slow. Good Luck! |

As was mentioned, sometimes the server can be down. Internet communications ARE available in Cuba and you don't have to be some special agent in the regime or government to have access.
It is located in Pinar del Rio. I actually just tried to check the web address and it's accessible. Be patient and keep trying because of connection/server issues.
Universities and offices all have internet access and are accessible. There are internet cafes as well that are available to everyone. Friends of mine are able to communicate via hotmail and work/school addresses.
*edit: I tried checking something for you and found there are foreign students studying medicine there who have their addresses freely and openly posted online. Obviously you can reach them. Perhaps you may want to email them. I'll email you the info. |

Your friend should be able to receive it, many Cubans at the universities have access to the internet. Possibly the server is down. Check the address carefully then try again. Good luck. |

The email you have is correct just make sure you have the persons full name placing the last name first and then the first name
Since Cuba got connected to the Internet in 1996, access has been granted mostly to the elite. Those who do have access connect at work, not home. And Internet users are concentrated in Havana.
Internet connections in Cuba are slow, according to Cristina Venegas, University of Calfiornia Santa Barbara professor of film and media studies. Venegas, who's writing a book about the changing Internet and media landscape in Cuba, says one reason for the Internet's arrested development is the U.S. embargo.
