Many cruise ships have cell phone towers built into the ship. The cell phone towers though are then connected to the ship's satellite dish phone service. It depends if your friends has their mobile phone turned on or not.
I would NEVER put my phone on during a cruise ship or take a call on a cruise because I would never want to get one of those huge bills.
A per minute mobile phone call on a cruise ship will run you something like $3 or sometimes $4 a minute... Sometimes even as high as $6 a miniute. And it will be waiting for you on your mobile phone bill when you get home. Cruise ships can charge you *anything* they want when you're using their satellite connection and cell phone towers to make that call because they have to pay a lot for passing a mobile call over satellite.

It's probably best not to. There's almost no service on cruises and to call or text someone while they are out of the country or on the ship is outrageously costly for them

It depends on their provider. Only a few cell phone providers have coverage at sea. The person you are trying to call may only have coverage at the ports or they may have their phone off. If you know their itinerary try calling again when they are at a port.

You cant because depending where they are they wont have signal probs. Try when you know they have stopped at a port.
When i went on a cruise it did my heading i never had signal to recieve calls or texts :(.

You can send texts using the internet, if you have an account with a company which allows this.
AOL does and I expect others do too.
Otherwise you have to wait until you are in dock to use your phone or use the ship's system.
If your call is not an emergency then wait, ship's systems are expensive to use. You may find that you are paying extra to receive texts on board too. Once you have checked into a foreign service.
