The short answer is Jamaica or St.Maarten. Everything you've asked about plus nightlife and shopping.

St.Maarten has more expeditions of the watersports variety (not the rainforest type of some islands) and it is a great jumping off point for inexpensive trips to other locations. Ask anyone who's been there, the nightlife is great (casinos, clubs, beach bars). But if you want seclusion there it's going to be more costly. The island has a great safety track record. The jewelry shopping cannot be beat compared to other Caribbean islands and it's all duty free. Clear beaches as well, lots of snorkeling and boating. The restaurant scene is varied and fantastic. Lots of restaurants on both sides of the island at low prices. If you want to eat well you need to check out the restaurant row in Grand Case on the french side of the island.

St. John US Virgin Islands, Beautiful beaches if you stayed a week you could go to a different one every day. Cruise ships dock in St Thomas and few passengers choose to take the ferry over to St. John because it eats up too much time. Try Woody's for a blackened fish sandwich. Go sometime between Jan and April. I just got back last Tues. Can't wait to go again.

The caymans are the 5 largest banking districit in the world, but that all happens on grand cayman, little cayman, short flight away is a great location, only a couple of hundred residents, if that.
