First of all, safe would be hotels where there are no casinos, if you wish. The towns are San Juan/Condado, Aguadilla, Rincon, Ponce, Culebra and Vieques.
Here are some hotels, the areas they are in and their web sites so you can see or the number for you to call:
Caribe Hilton-www.caribe.hilton.com, no casino, pool area is available for children, there is a play area for them, and it is on the water front.or call 1-787-721-0303 this hotel is by the Munoz Rivera Park that is open until late and the children can ride bikes, roller skate, play on the playground area. The park have nice bathrooms in their activities pavillion.
Holiday Inn Express-1-787-724-4160, there is no casino and is by the water front and just a quick bus ride to the Munoz Rivera Park
Center of the island:
Treasure Island Hotel and Spa-1-787-714-5030, this is in the quiet town of Cidra, the town of the Eterna Primavera. It is a nice quiet mountain town and the Hotel has been recently done over completely. treasureislandhotel.puertorico
El Coqui Posada Familiar-1-787-735-3150, this is in the mountain town of Aibonito where they have the flower festival. This is a family hotel, and has the name of the typical puertorrican frog called coqui.
South:
Howard Johnson Ponce-1-787-841-4000, this is in the historical town of Ponce, where the first fire department is now a museum. Also there are many nice gift shops. Typical vendors of the traditional goodies are in the central plaza where the fire museum is selling snow cones or piraguas of all flavors and traditional barquillas de frutas or fruit sherberts.
Hotel Melia Ponce-1-787-842-0260, this hotel is historical for it's age but nice to stay.
Hacienda Santa Isabel Hotel -1-787845-7777, a historical south town. A nice place for the family,.
West:
Hacienda El Jibarito and Restaurant in San Sebastian- 1-787-280-4040 this is a nice hotel, like rustic but modern. They have a pool for all to swim in and they have rides around their farm for the children to see the animals. I was there to eat at their restaurant. The girls dress like the jibaritas or the peasent country girls of the time back and the food is great. There are also activity rooms to hold events. It is in the mountains and the view and fresh is the best.
Parador Villa Antonio-1-787-823-2645 it is on the beach front, internet access that is child freindly and there are pools.
East:
Casa Ensenada Guest house in Culebra Island-1-866-210-0709 this is like a home away from home, on the waterfront, patio, kayaking and more.
Las Casitas Village in Fajardo-1-787-863-1000, this is like Casa Ensenada.

The best areas to stay is San Juan, Culebra, Vieques or Rincon. There you will find the best beaches, hotels, restaurants and it's were most turists go to.

Puerto Rico is amazing. You would never have downtime here. You don't need visas, neither a passport if you are an american citizen. Most people would know how to give you directions to get wherever you want to go, in English or something like it. The currency is the US dollar. And speaking of the devil... bring good money. I went for 15 days and spent around 4K. |

I would suggest Utuado Puerto Rico in the mountain region. It is very peaceful and relaxing...the mountain views are excellent and crime rate is veerrry low! I would suggest Casa Grande Mountain Retreat www.hotelcasagrande.com it has a pool, restaurant and is situated among some of the most beautiful mountains in all of Puerto Rico. the stay is affordable and beach is within 35 minutes, also other activities nearby include: Arecibo Lighthouse, Arecibo Observetory, Caguana Cerimonial Indian Park, Caverns of Camuy and Lago Dos Bocas with daily ferry service across the lake. Good Luck, Utuado is a wonderful place to get away from the "rat race" that the states offers. |

You already have good ideas as to where to stay in the other answers so I'm going to answer the part if it's a great vacation spot, and my answer is yes, the beaches are amazingly beautiful and relaxing, the hotels are very luxurious you can go to casinos, night clubs, as for kids there isn't much other than the movies, water parks and beaches but the weather is great for it so they'll enjoy it and the areas mentioned in the other answers are pretty safe areas. And you can't forget the food is delicious so pack some extra dollars for some cultural dining. Good luck and I hope you enjoy your stay! |

Puerto Rico is beautiful! I grew up there! The best, safest places to stay are the 'paradores', which are government-run hotels. They are also less expensive than hotel chains. |
