if this person is your fiance, ask for a Fiance VISA. It is granted fairly quick. It will give you 3 months to meet this person. If you don't marry him/her, the visa is expired.

That person would go the the USA embassy in their country and apply for a visa.

if they are just visiting for holidays they go to the American Consulate in their country/region for a Visitors Visa.
for long term stay if they are a family member or fiance you will need to file for an immigrant visa, like the fiance visa, for them. each situation is unique you need to look at all the options.

You call the American Embassy, pay the $100 for the appointment, once there (after couple months waiting) they ask why u wanna go, what will you do, how much will you bring, if you have family there, etc maybe they will check some documents (official id's, job letter, bank statements, etc). Finally they decide if they give you the visa and for how long. Actually is very simple but it takes months to get the appointment and hours to go through the process.

They will have to visit their Consulate or US Embassy and ask for a Visa..There's many types of Visa. The Most common and easily avaliable is the B2 visa...a Trip for Pleasure...
