It depends on whether or not DST has taken effect. Before DST we are on Eastern Standard Time, so if it's 7:30 Central Standard Time then it'd be 8:30 in Puerto Rico.
If however it is during DST then we are on Atlantic Time and if it is 7:30 CST then it would be 9:30 in Puerto Rico.
Puerto Rico stays the same throughout DST, we do not turn our clocks forward or backwards--ever. It's the same all year-round.
