In my opinion anyone from North, Central (including the Caribbean) and South America are Americans. The name of America was usurped by the USA, simple as that.
I believe the correct question is: If you was born in Puerto Rico does that make you a US citizen? Yes.

Technically you receive citizenship when born in Puerto Rico. It is a commonwealth of the US and as such they receive all the benefits, without the obligations of citizens. We should have included them as a State in the 70's but they refused. Why buy the cow when the milk is free??!!

For your info. Yes they are americans. they can not pay federal taxes b/c the US constitution does not allow taxation without representation. Puerto Rico has a 'seat' in the house of reps and congress but have no power to vote. Puerto Rico has a very long history that one can not judge in one minute based on some idiot saying that they should have been included in the 70's. How would that guy like it if he was told what he had to do with his country. Puerto Ricans have alot of pride for thier island and Good for them. it's more that what i have seen in the states lately.
