Don't go there, I went there about two weeks ago and the bay has been polluted by the motor boats, I was very disappointed, I barely got to see any lights. Other than that La Parguera can be the best thing in the world if you have a boat since there's no beach, but there's rentals of all kinds in the area and great restaurants. Parguera is all about the surrounding keys, which have their own beaches and where you can stay as long as you want, or even camp, bring OFF for mosquitoes, they get demonic after 5pm, and tons of sunscreen and drinking water, the sun in the South tends to be quite unforgiving. If you still want to see the dinoflagellates you can go to Fajardo, where they have a bioluminiscent bay, they charge 45/person, and you go on a kayak to avoid polluting the water, you can even swim and I was told last week by a friend of mine that went there recently, that it gets so bright, you can even see the bottom.
