Puerto Rico is ....

Part of the U.S.? Yes.
A State? No.
Part of a USA state? No.
Territory? Yes.
Incorporated territory? No.

Un-incorporated territory? Yes, an unincorporated territory is an area under U.S. jurisdiction, to which Congress has determined that only select parts of the U.S. Constitution apply. Unincorporated territories are essentially colonies, under the supremacy clause, receiving only whatever power offered by the U.S. Congress.

Organized territory? Yes. An organized territory is a territory for which the United States Congress has enacted an Organic Act to formally set forth its system of government. Such territories can be incorporated or not, but only non-incorporated organized territories have existed since the Territory of Hawaii was admitted as a U.S. state in 1959.

We are technically speaking "Un-incorporated and organized territory" of the United States.

We got our own goverment with Constitution, elected officials (Governor, Senate, House of Representatives), Judicial System including Supreme Court (PR). Plus Federal District court and other Federeal agencies here.

For all practial purposes, we are a colony (although like 45% of us does not want to recognize it).

Edit: We also have a Resident Commisioner at the House of Representatives (Congress) which vote if happens to be decisive in a vote at the floor, the vote is anulated and the Representatives vote again without him.

It is a US Territory. Puerto Ricans are Americans.

Puerto Rico is denominated as a Commonwealth of the US
know as the Commonwealth of Puerto Rico or
Estado Libre Asociado de Puerto Rico
which basically means that we are a territory of the US that governs it self, some federal laws still have jurisdiction in the Island and we have 1 elected official in the US congress that is called el comisionado residente.
