I know some countries you don't have to give tips at restaurants, taxi, ect. what about Puerto Rico?...

Puerto Rico is a Commonwealth of the United States as Massachusetts, Philadelphia, Virgina and many other states were. If you are in Puerto Rico you are in the United States and all citizens born in the island are American citizens.

Puerto Rico is a Commonwealth of the United States. It is a territory that has chosen not to become a state but yet to be associated with the United States. The other example would be the Northern Marianas in the western Pacific.

It is not a state but is a territory. This means you will not need a passport to visit as you would any other country. Here is a link that explains how they are set up and related to the other states.

It is the Commonwealth of Puerto Rico, one of the US's territories - not a state. Although, they have tried for statehood. The problem is no one in that territory know what they want my friend is Puerto Rican and said, when the vote came it had Puerto Rico remains Commonwealth, Puerto Rico becomes state, Puerto Rico becomes a sovereignty, and other. WTF is the other, thats what my friend wanted to know.

They can vote for the US President, but if they ever decided to run for President they cannot, all they can hope for is become Governor of Puerto Rico and they can come to the States.

PR is an organized and non incorpored territory of the USA.

According to the US Supreme Court the territories belong to the USA, but are NOT "part" of the USA.
