The import of Cuban cigars in the US is not legal be it from
Haiti or Canada.
Some people take the risk and pass the Canadian borders by car because there less control than on the airplanes.

Generally speaking, it is illegal to bring Cuban cigars to the U.S. It is legal to bring $100 worth of them if you go to Cuba on a humanitarian trip (same as an escorted tour) and bring them back. Problem is, if you go to Cuba, you're only allowed to take $200 with you to spend. These trips are all inclusive of hotel, food & tours, so you don't need much spending money while there. You can always take extra money there; you just have to be discreet (hide it). We took $600 and got by with it. Even brought cigars back. It was a great trip and they are still going on.

lisamisc is incorrect with her info as President Bush closed down the loophole that used to allow those on OFAC approved trips to bring back $100 worth of Cuban goods, generally accepted as a box of cigars.

But the other answers are correct - it does not matter where the cuban goods are purchased from - it is still illegal to purchase even in a country where it is legal to begin with.

You can buy Cuban Cigars in Mexico.. but they still stink and they are NOT CHEAP.
