not sure about the flying part but i know for like cruises as of the 1st of jan. everyone will need a passport just check in to it, search it type in passports and i think its the first link that is posted there it should tell u the ages that needs a passport,

Last year if you were under 18 you didn't need a passport, but this year, I think it starts in december, you will need a passport.

Everyone needs a passport especially those under 18 I don't know who told you that you didn't but on the safe side and to avoid any disappointment travel always with your passport OK
