I wont ask you why would you like to know, but I will be honest and answer your question. In PR prostitution is not suppose to be legal but like any other country the law ignores prostitutuion because their are worst cases such as drugs (which mainly is related to prostitution) and high crimes which are taken more seriously that sex for money. If you walk in a bad ghetto neighboorhood with drugs, you will see prostitutes wlaking around and getting picked up by men. Sometimes the police stops and ask them if they are waiting for something and the prostitutes say they are waiting for the bus to pass by and the police just leaves, even thought they know they are selling their bodies in the street for money, they cant really do anything about it, because prostitution is one of the things the law does not care for, just because its not against these women will, they are doing it because they wan to, not because others force them to. so the law does not care, becoming prostitution a legal thing in PR and in America as well. People can say its illegal in the US and PR but how many prostitutes walk the streets of on these and other countries and satisfy even the police? millions.

Legally, NO. But like most places where police are underpaid, the prostitutes pay a bribe to be left alone in peace. Generally, so long as they stay in the red light district and bars, the police will leave them alone. When they venture to places where religious people see them, and they begin to generate complaints, is when the police begins to enforce vice laws.
