Yes & No. Confusing? Yeah, let me explain.

PR is a territory of the United States, more specifically an organized and an unincorpored territory of the USA (similar to Guam and US Virgin Islands). But according to the US Supreme Court it is not "part" of the USA, just a posession. Something the USA "owns", like you that "own" a shoe or a hat, but those things are not "part" of you. Your eyes are part of you, your clothing only belongs to you.

Curiously, a nation that rejected being colonies of England, now is the last country in this part of the world that owns a colony, sorry I mean owns a "organized and an unincorpored territory".

Puerto Rico is a commonwealth of the United States. Citizens of Puerto Rico are also US citizens, we can travel there without a passport and vice versa. Puerto Ricans vote in the primary elections but not in the actual presidential election. Their currency is the US dollar and the postal system is also US. Their language is spanish, however when traveling to San Juan and neighboring cities most people know English as their second language. Wikipedia offers much more insite to this topic.
