As a territory of the U.S, you could say it is "part" of the United States. The citizens are U.S. citizens, the mail is delivered buy the USPS. The people there have a representative in the U.S. Congress. The Virgn Islands are not physically attatched to the mainland U.S., but then neither are Alaska and Hawaii. A territory is still a part of the country as a political entity. |

Yes, St. Thomas is part of the United States Virgin Islands (as opposed to the British Virgin Islands owned by England). The USVI were purchased by the US from Denmark for $25 Million in 1917. The islands have been under US rule ever since. |
