The U.K is now like Fort Knox to get your foreign husband/wife into. You will also pay a lot of money to U.K Home Office in order to obtain the "leave to enter and remain" Visa for him/her. There will definitely be an interview for him/her in Jamaica as well. be prepared for the long haul on that one, like four years or more before that U.K permanent residency Visa is issued! The U.K/E.U is not so easy anymore.
