The best thing to do is to contact a lawyer to act on her behalf. She has rights but that is if the police has her.
if she is taken against her will then you should contact the Police department. It is strange that the FBI would not help but I guess they have their reasons. The numbers are in the link below. |

if she ran away, sorry but their is nothing you can do unless you go to PR and to the police for missing sister. They will only do it if she is a minor, otherwise its her responsibility. If she was kidnapped and its a minor then you may have to go to PR and put a police missing report and signs, or communicate with the local news and they will find her, because people will call in if they see her as a missing minor. You can go to PR because its a US territory and has American money and they speak English as well, so its not like you cant go and feel in danger. PR its not a dangerous place for your sister or anyone, unless she is with a bad and dangerous person. |

If your sister is over the age of 18, she's an adult and you should just get over it and wait for her to call you.
If she's under the age of 18, this would be a case of child abduction and the FBI wouldn't be ignoring you. Get a life. |
