We Puerto Ricans are deeply divided when referring to this matter. Some of our political parties in the island have promoted the idea that calling ourselves "Americans" makes us less Puerto Ricans. Today, Puerto Rico is considered the oldest colony in the world. We are not incorporated to the USA but we are not an independent country. This political limbo will influence greatly the answer to this question.

I am an American born and raised in Puerto Rico. The word "American" is commonly used today to refer to the people born and living in the USA and its territories. Puerto Rico is a territory of the USA…Hmmm!

Some historical facts:

• The USA invaded Puerto Rico in 1898 while in war with Spain. Later, Spain gave Cuba, Guam, the Philippines and Puerto Rico to the US basically as a war payment.

• Today, only Guam and Puerto Rico remain part of the USA.

• Resentment about the military invasion still exists even though that happened more than a century ago.

• In April 12 1900, the USA congress passed legislation to approve the development of a non military government in Puerto Rico and keeping the island as a non incorporated territory.

• American citizenship was granted in 1917.

Political and personal issues aside, we Puerto Ricans are in a social and political uncertainty that must be resolved to correctly answer your question “Seaman Sample”. But my answer is, yes, if you are born in Puerto Rico, you are an American. Just like a person born in Hawaii is considered an American.

Nationality is whatever nation you were born in.
Hence, people born in Puerto Rico (nation), are Puerto Ricans. Due to the Faulkner Law, Puerto Ricans are automatically also Americans.

If the U.S. and P.R. decided to cut ties because P.R. wanted to be an independent, or communist nation Puerto Ricans would no longer be consider Americans, they would lose their American status.

So, as it currently stands:
Puerto Ricans are Americans and their ethnicity is Puerto Rican, and their race would be what ever their skin color is.

The U.S. sees Puerto Rico as their property, hence, Puerto Ricans were stripped of their natural right to have Puerto Rican citizenship, that's is why their citizenship is American.

I born in Ponce, Puerto Rico and I'm proud to be Puertorrican. Everyone who born and grew up in Puerto Rico is Puertorrican, LIKE ME! *lol*. this person its puerto rican because it was born in the island of puerto rico. this person its also considered an american citizen because its a common wealth and puerto ricans by U.S. laws have american citizenship rights. when u go to the united states, u are still a puerto rican, but when u fill out any document u always put u are an american citizen, because thats the government only wants to know if u qualify for such requirements in the country as an american resident, not an immigrant.

Since Puerto Rico is a commonwealth of the United States, all Puerto Ricans are Puerto Ricans and considered american citizens. Puerto Ricans can fly to the States without a passport because of that, and viceversa, Americans can fly to Puerto Rico without a passport.

Being Puerto Rican is not a nationality, if that's what you're referring to. Our passports state under Nationality - United States of America. So for the most part, a person born in Puerto Rico is an American citizen.

We're Puerto Rican the same way someone from New York is a New Yorker. As far as identifying as a Puerto Rican culturally as a matter of some "national" pride, that depends if it's part of your cultural make up or ancestry.

For example, a little known fact... Joaquin Phoenix (the actor) was born in Puerto Rico. Does he consider himself Puerto Rican? No. Is he an American citizen? Yes. Same as Luis Miguel, the singer, except he may not be an American citizen. He is likely a naturalized Mexican national (his father was Spanish, his mother Italian, but he was raised in Mexico). He does not consider himself Puerto Rican either, as much as people in Puerto Rico would love to claim him as "one of their own". His nickname is "El Sol de Mexico", so I guess it makes it pretty clear.

I was born in P.R. but neither one of my parents were from the island or American for that matter, but I AM an American (U.S.) citizen, born in Puerto Rico. I love Puerto Rico, but being Puerto Rican is not a part of who I am but for the fact that I was born there, so I do not identify myself as such. My heritage, ancestry are not tied into being Puerto Rican... and when I lived on the island I was told I was not Puerto Rican. In case anyone wants to give me a thumbs down for no reason.

EDIT: It's the Jones Act (1917) that establishes U.S. citizenship for those born in P.R. The Faulkner Act ... well, look it up. It has nothing to do with P.R. and everything to do with N.J. The Foraker Act established a civilian government in P.R. (1900)

Actually, anyone from the Western Hemisphere IS AMERICAN. The thing is that the term is most commonly used in reference to the North Americans. If I read your question right, you are not asking about citizenship, correct?

By birth he/she will be Puerto Rican, but that does not necessarily means his/her citizenship will be US Citizenship. For example, if a french couple while visiting PR happen to gave birth to their son, following laws from France will grant him France citizenship, due to the citizenship of the parents.

Because thats where you are BORN. Puerto ricans are american CITIZENS, but of course we're not american, the cultures and traditions are not the same, we are born puerto rican, but we are american citizens.
