Buying Diamond Jewelry in the Caribbean, especially St Thomas, is supposed to be cheaper (ie: 30 cents on the dollar) than in the US, due to no taxes and no duty. Is this true and if so what is the general percentage of difference.

It has been awhile since I have been there, but it can be true. BUT, you need to do your homework about jewelry. Know what makes one gem more expensive than another. What does a high quality gem look like; what does a cheap one look like? How are setting different. Check prices stateside before going. If on a cruise, keep in mind that the "recommended" jewelers pay the cruise ship lines to be on their recommended list.
But, overall, you should be able to save money.

well i suppose the jewelrry is at a good price for tourist because they ae duty free so when no duty and taxes are on the jewelrry will obviously be alot less expensive! =)

If you plan to buy jewelry in the Caribbean... then you also need to plan to WEAR IT when you go back to the U.S. and go through CUSTOMS because if they see it's new and still in the box.. you WILL pay DUTY ON IT... if you are WEARING it...I have NEVER been asked if I bought it in another country because I throw the box away before I leave the jewlery store.

All I can say is that the Caribbean is very popular for buying duty-free jewelery. Many people come here and buy them so they must have saved on them.

I know of HERITAGE QUAY in ANTIGUA for example they have about a dozen jewelery stores and its all pretty affordable because of duty-free shopping.
