Your question says san juan puerto rico. But that may not be the best place to go. May be you will want to go where the torists vist20 min. away. Its called condado. That is where are of the luxuries restaurants and hotels are. You may see very few puerto ricans there because they rarly visit Condado unless their upper class. E-mail me if you need more info

Hotels in Condado or IslaVerde offers good business accomodations, meeting rooms, internet / fax / office facilities for a business event. You need to get their quotations and compare.

Condado and Isla Verde are probably the best bets, however in Old San Juan, the new Sheraton is also quite a good biz hotel, and it's located a short taxi ride away from the new Convention Center.

The Water Club Hotel, has a nice meeting rum, i mean room, and is not that expensive. perfect for biz meetings.

There are many options for your group and you might want to try EL Conquistador in Fajardo they have great facilities for business meetings as they are under construction I am sure you can get great rates. People have given some good suggestions. I lived in an apartment on Isle Verde beach and loved it. I worked in San Juan and it is not a dump, just an old city with a great port for amazing cruise lines! I would add a tour of Bacardi factory and the two free drinks that come with it as a nice outing. You may also want ot go to a baseball game and get a feel for the excitement of the Puerto Rican people for the game of baseball!

To throw yet another city into your mix, you might consider the town of Rincon, which is on the northwestern corner of the island (the word Rincon actually means "corner").

It's away from the madness of San Juan, and you'll get a lot more for your money. The Horned Dorset Primavera is an exceptionally good hotel there, and they would certainly be able to accommodate a group, plan activities for you and the like. You said you don't want to go over budget, and the Horned Dorset isn't cheap, but you'll get a LOT more for your money there versus over-priced San Juan.

i'd never take a group there. it's bananaland.
do you have any other options ?

if you get stuck there , don'/t stay in isla verde. it's a dive.
old san juan is really a dive.

things to do .. maybe a day trip to the rain forest.

day trip to st thomas .. take tour around the ilsland .. allow time for shopping / swimming at megans bay)

san juan is really a hell hole. not a good place for a trip .. unless you have some type of office there you must tour that requires it. i'd suggest you find some other place
