All the islands of the Caribbean are warm in terms of the weather. If you are talking about warm as in acceptance then all are especially Barbados. the people here are very friendly and it shows in our size 166 sq Smiles wide.
In terms of being cheap, Barbados is a luxurious destination but you can still find a reasonable place to stay. What might be cheap for you might be expensive for me so you can say about how much you want to spend per night.

You can find places like what the locals eat in and not necessarily the upscale restaurants. Obviously if you want to cut cost you would not want to eat in certain restaurants. I can advise you on some reasonable ones if you choose here.
You also have to state if you want a hotel, apartment or guest house. With the all-inclusive if you choose to go that way, everything is already paid for. So if you do not eat a meal then is is still paid for upfront.

The place I stayed at (Harbour Heights) was relatively cheap. They are located on the world famous, Seven Mile Beach.
