The Kingdom of the Netherlands consists of three countries: The Netherlands, The Netherlands Antilles (Curacao, Bonaire, St.Martin, Saba, St.Eustatius), and Aruba.
Aruba was part of the country of the Netherlands Antilles til 1986.
So for about 20 years now Aruba has been a country in the Kingdom and the world, which means it has it's own currency, government, legislature, judicial system etc. Aruba is not independent though and issues like defense are in the hands of the government of the Kingdom of the Netherlands.
Dutch is the official language which means that all public education is in Dutch, as are the laws and all official documents, this is to facilitate the communication in the Kingdom between governments and because the Supreme Court is in the Netherlands. Even though Dutch is the official language, the language that Arubans use the most daily is Papiamento. Newspapers, magazines and tv-programs are mostly in Papiamento. Dutch, English and Spanish are widely spoken.
So to answer your question, Aruba does not belong to the Netherlands or any other country but is an equal partner in the Kingdom of the Netherlands. So Aruba belongs to Aruba. |

Aruba, Curacao, Bonaire, Saba, St. Maarten, St. eustatius were the 6 island that belongs to the Netherlands Antilles. Netherland is a country in Europe. They speak Dutch. In 1986 Aruba separate from the other 5 island and now Aruba is a country with direct relation with the Netherland. The other 5 island are still the Netherlands Antilles. The mother language is papiamentu. At school they instruction language is Dutch. But some schools are in papiamentu. Besides that they teach English, and Spanish. |

Aruba is a constituent country- "a number of countries make up a larger entity or grouping" [see below] of the Kingdom of the Netherlands.
"Politics of Aruba, a constituent country of the Kingdom of the Netherlands, takes place in a framework of a parliamentary representative democratic country, whereby the prime minister is the head of government, and of a pluriform multi-party system. Executive power is exercised by the government. Federal legislative power is vested in both the government and parliament. The Judiciary is independent of the executive and the legislature. Aruba but it has full autonomy on most matters. Exceptions are defence, foreign affairs, and the Supreme Court. The constitution was enacted in January 1986. Executive power rests with a governor, and a prime minister heads an eight-member Cabinet. The governor general is appointed for a six-year term by the monarch, and the prime minister and deputy prime minister are elected by the Staten for four-year terms. The legislature or Staten is made up of 21 members elected by direct, popular vote to serve four-year terms.
Aruba's judicial system, which has mainly been derived from the Dutch system, operates independently of the legislature and the executive. Jurisdiction, including appeal, lies with the Common Court of Justice of Aruba and the Supreme Court of Justice in the Netherlands."
"Constituent countries is a phrase sometimes used, usually by official institutions, in contexts in which a number of countries make up a larger entity or grouping; thus the OECD has used the phrase in reference to the former Yugoslavia (example here) and European institutions such as the Council of Europe frequently use it in reference to the European Union (example here). It is not a term of art and has no defined legal meaning; 'constituent' is simply an adjective, and the phrase has no clear meaning outside a context from which the entity or grouping of which the countries in question are constituents or components can be understood. |
