The capital of the Dominican Republic is the City of Santo Domingo de Guzman which is also the National District or Distrito Nacional. Prior to 2001 the capital was in the province of Santo Domingo and the entire province was also the Distrito Nacional, but then it was divided because it was better to manage this way. So the Santo Domingo province is now divided into 3 municipalities or cities which are Santo Domingo Este (the provincial capital), Santo Domingo Oeste , and Santo Domingo Norte. With the capital Santo Domingo de Guzman (Distrito Nacional) in a 125 sq mile section bordering the province. Santo Domingo de Guzman is within the boundaries of the Distrito Nacional and the Santo Domingo Province surrounds it.
By the way you can just say Santo Domingo without the Guzman. LOL
