There are alot of places to snorkel in PR, but you need to get away from San Juan. Culebra & Vieques island off of the east coast have great snorkeling. And on the west coast near Rincon, Isla Desecheo has awesome snorkeling too. Other places have good snorkeling too like playa los tubos in Manati, La Parguera & Guanica, etc. Check out the links below & you can decide what you like:

I like Flamenco Beach on Culebra. Great snorkeling, beautiful beach, easy day trip from main island. Other beaches on Culebra have great snorkeling too (you can walk to Carlos Rosario from Flamenco beach).

Let me tell you a thing Culebra have one of the best beaches to snorkeling but in AQUADILLA you would have a great experience. I have go to both and yeah both are great but at aguadlla you would see everything. Good Luck! |

any of the smaller offshore islands, but most beaches are decent though. Even around the popular but small condado beach (the part next to the condado plaza and the bridge under construction) is pretty good for snorkeling, since there's a coral reef right there. |
