October and November are cheaper as they have many fall sales and specials..
Summer I get good deals, but not as good as fall.. Summer, especially Independence and Emancipation week (end of July, beginning of August) are not cheap at all, and booked months in advance.
December 15th starts "high" season, prices all go up for the hotels. And the prices come back down around April 15th.

summer months. i know their tourist seasons begins around November.

"Season" begins December 15th until April 15th....meaning you'll pay more for flights & hotel during that period, but pricing on all else pretty much stays the same.

I believe that late September is the least expensive time to go to Jamaica because it the height of hurricane season.
