laugh. I never heard of any legislation on alcohol.
For Cubans drinking rum is something like breathing or sleeping a part of their life. No one will ask questions or an identity card , if a guy of 16-17-18 years want to buy rum.
When you put the question to the average Cuban : the answer will be : hey man , this is Cuba, everybody drinks rum.
Rum is on free sale at every street corner , every grocery shop, every bar. ........drink responsible it's easy to become an alcoholic in Cuba.

18 is ok. Most tourist drink in hotel bars and there is no control. Also, just by fresh juice, fresh fruit and the spirit and make it yourself with a blender in your hotel room

Legal drinking age in Cuba is 16
if you go to the bar at your resort and you tell them you're 16 they will give you something
also, when you check in at hotel/resort they will likely give you a tag (i call it a dog tag hah) and according to the colour it means if you can drink or not, so they look to see if you are 16 and if you are they will give you a special colour
